General Administration of Customs No. 60 of 2018 ( Announcement on Amending the Rules for Filling Customs Declaration Forms of Import and Export Goods of the People's Republic of China )

 Announcement No. 60 [ 2018 ]

 In order to standardize the declaration behavior of importers and exporters of import and export goods and unify the entry requirements of import and export goods declaration forms, the General Administration of Customs revised the Entry Standards for Customs Import and Export Goods of the People's Republic of China ( General Administration of Customs Announcement No. 13 of 2017 ).  The revised standard text and related contents are hereby announced as follows:

 I. According to the current relevant regulations, the filling requirements of columns such as pre-entry number, customs number, domestic consignor, record number, mode of transportation, name and voyage number of transportation means, consumer / production / sales unit, nature of exemption, packing type, marking mark and remark, item number, commodity name and specification model, domestic destination / domestic source of goods, reporting unit, etc. have been adjusted and modified accordingly.

 II. Requirements for filling in the five columns " Overseas Consignee", " Place of Goods Storage", " Port of Departure", " Port of Entry / Port of Departure" and " Self - Reporting and Self - Paying".

 III. Amend the names of the four columns to change " consignee and consignor" to " domestic consignee and consignor", change " port of entry / port of exit" to " port of entry / port of departure", change " port of loading / port of shipment" to " port of stop / port of shipment" and change " attached document" to " attached document and number".

 Four, the customs special supervision area of enterprises to declare goods into and out of the customs, should fill in the customs of the people's Republic of China into ( out of ) the goods record list, the customs special supervision area and within ( out of ) the import and export of goods, enterprises outside the area should fill in the customs of the people's Republic of China into ( out of ) the goods declaration form.  The transfer of bonded goods shall be carried out in accordance with relevant regulations.

 Five, " the customs of the people's Republic of China into ( out of ) the border goods filing list" according to " the customs of the people's Republic of China import and export goods declaration form fill in the specification" requirements.

 VI. The new version of customs clearance parameters can be downloaded from the " customs clearance parameters query and download for customs clearance integration" area in the portal website of the General Administration of Customs ( home page > online services > information query > customs clearance parameters ).

 The revised " Rules for Filling Customs Declaration Forms for Import and Export Goods of the People's Republic of China" ( see Annex ) shall be implemented as of August 1, 2018, and Announcement No. 13 of 2017 and Announcement No. 69 of 2017 of the General Administration of Customs shall be annulled at the same time.
