According to Shenzhen Customs Announcement No. 9 of 2018 of the People's Republic of China, Shenzhen Customs will no longer accept paper declaration orders from December 1, 2018.  The transition period will be until November 30, 2018. From now on, importers and exporters of import and export goods will need to log in to the electronic port and sign an electronic proxy declaration letter of authorization with the customs broker to establish a trust relationship.  Please tell each other to complete the operation as soon as possible to avoid any impact on customs declaration.

Announcement of Shenzhen Customs on Matters Related to Agency Customs Declaration

 No 9 of 2018

 In order to further deepen the paperless reform of customs clearance and improve the level of trade facilitation, according to the arrangement of the General Administration of Customs, we hereby announce the following matters related to agent declaration:

 I. If the consignee or consignor of import and export goods ( i.e. the " domestic consignee" or " domestic consignor" on the customs declaration form ) entrusts the customs declaration enterprise ( i.e. the " declaration unit" on the customs declaration form ) to go through the customs declaration formalities, the consignee or consignor of import and export goods ( consignor ) and the customs declaration enterprise ( consignor ) shall sign the electronic agent declaration power of attorney through the website of China's electronic port to establish the entrustment relationship.

 Import and export goods consignor and customs declaration enterprise can both initiate electronic agent declaration power of attorney to sign the contract.

 Two, the declaration enterprise shall fill in the electronic agent declaration power of attorney ( entrustment agreement ) number in the document column attached to the declaration form.

 Three, due to computer, network system and other technical reasons can not be electronic agent declaration power of attorney signed or fill in the electronic agent declaration power of attorney ( agreement ) number, after customs confirmation, customs declaration enterprises can upload a scanned copy of the paper agent declaration power of attorney at the time of declaration.

 IV. Before November 30, 2018 ( including the same day ), for the transitional period to be announced, customs declaration enterprises can either fill in the number of electronic agent declaration power of attorney ( entrustment agreement ) or upload scanned copies of paper agent declaration power of attorney.  From December 1, 2018, the customs will no longer receive scanned copies of paper agency declarations except for the special circumstances stipulated in article 3 of this announcement.

 Five, this announcement shall come into force as of the date of promulgation.
