In order to cooperate with the reform of national customs clearance integration and further facilitate inbound and outbound logistics, the General Administration of Customs has decided to carry out a paperless change of manifest and related electronic data.  The relevant matters are hereby announced as follows:

 First, the manifest sender and the electronic data sender related to the manifest can handle the manifest and related electronic data change procedures to the customs by manual entry or message import without submitting paper documents.

 If the relevant data cannot be transmitted normally due to customs administration needs or due to system failure, the manifest transmitter and electronic data transmitter shall provide paper documents.

 II. Some manifests and related electronic data items are adjusted as follows:

 ( 1 ) add " description of reasons for change", " name of contact person for change application" and " telephone number of contact person for change application" to the original manifest data item, pre - manifest data item, loading manifest data item, tally report data item and tally report data item for distribution goods and articles, arrival report data item and distribution and diversion arrival report data item, application data item for distribution goods and articles and diversion application data item for export drop-off and re-distribution application data item for water and air transportation.

 ( 2 ) adding " description of change reason", " name of contact person applying for change" and " telephone number of contact person applying for change" to highway " original manifest data item", " data item of pre - manifest data item", " data item of arrival report", " data item of tally report", " data item of application for drop of goods" and " data item of application for change of distribution of goods".

 ( 3 ) add " description of reason for change", " name of contact person applying for change" and " telephone number of contact person applying for change" to the original manifest data item, pre-configured manifest data item, tally report data item, arrival report data item, waybill merge data item, waybill separate data item, entry goods entry application data item, exit goods registration application data item, railway entry ( exit ) arrival information data item, and railway departure information data item.

 Three, " change reason description", " change application contact name" and " change application contact phone number" data entry specifications are as follows:

 ( 1 ) " Description of reasons for change", fill in the reasons for change of electronic data related to manifest or manifest and the circumstances that need to be explained, expressed in Chinese, with a maximum length of 1024 characters.

 ( 2 ) " name of contact person for change application", fill in the name of the enterprise contact person submitting the change application, expressed in Chinese or English, with a maximum length of 50 characters.

 ( 3 ) " Contact phone number for change application", fill in the contact phone number of the contact person for change application, and the maximum length supports 50 characters.

 This announcement shall come into force as of January 1, 2019.
